Cloudflare themselves to stay in business. Spying? Embed SSL in JavaScript, generate keys on the fly, and Cloudflare's blind. All traffic's encrypted.

Ruling class elites want to control the internet. They don't like how there are a gazillion different websites. They would rather there be a few large websites that they can easily control.

Do you know how cloudflare "protects" websites? They sit in front of your server and receive all your traffic for you. Then they "analyze" it before encrypting it again and forwarding it to your server. That's literally how it works. HTTPs is is irrelevant. This is how most of the internet operates. Yes, the NSA can see all your traffic. Or at least whatever is protect by cloudflare. Which is 90% of the internet.
