Maybe parents should stop fucking handing kids their old devices without wiping them, or hell just not give kids smartphones, have a bit of parental supervision or parental controls on desktops/laptops.

This has literally never worked. Parents will do everything in their power to give up all their responsibilities. Game consoles had parental controls for decades and nobody fucking used them. My downstairs neighbor asked me if she should buy call of duty for her 8 year old and I told her it's well known for its airport shooting scene. That little shit got the whole modern warfare series for his birthday a week later.
