Buy an Android phone and Google essentially gives you a free gmail account with it (they don't ask for phone numbers if you are signing up from a phone). You could theoretically abuse this by resetting the phone to get more gmail accounts.

Have you tried purchasing a prepaid cell phone chip, like a normal person? If not, have you tried saying to the phone company sales representative "I don't have an email address right now, can I fill that in later?"?
Have you tried clicking the "skip" button (look for it, it can be small) when the email signup form asks for a phone number, or using tutanota or protonmail?
