China has banned vpns for a long time and kids there still talk and share about how to get around it.
You wind up with basically a black market of free vpns and people using non-vpn application layer protocols to funnel vpn traffic over. Sure, it's a latency hit, but unless if you block tls and ssh negotiations, you aren't going to block vpns. And even if you do somehow manage to implement a network wide block on those handshakes, someone will just open source another method and anyone who wants to use it will use it
