IBM. They actually invented the Fn key and put it there first.
Other manufacturers copied the Fn key but quickly realized that the Ctrl-Fn layout is better.

I remapped it in BIOS, not like I use my laptop keyboard much, only in bed. On the desk I use a real keyboard with actual tactile response. It's fine, I've always ignored the german and austrian umlauts, I can ignore this shit too.
