Might be cheaper in volume to just run one board assembly line. Then absorb the cost of the component by charging relatively "more" (cost per port,) for the less featured device.

I suppose they could flip a switch and have the line not install the port for part of the day. but then they have to figure out the sweet spot on how many to build with or without.

probably just buying the finished boards and putting them in a case, and the company they buy them from isn't interested in having multiple assembly lines for "with USB A and "Not With USB A".

It's also possible that they manufacture the one board but have other ways of cutting features. That USB A port might not even go anywhere because the chips it goes to were what they chose to not populate but because just the port is so cheap it's not worth the extra tooling to skip it.
