But he will probably be surprised to know that Russians are very statist people. The state is sacred and the state has the monopoly on violence. It is very unlikely and looked down upon for individuals to play pretend policemen, so if the state decides not to repress someone they are almost accepted by society.
There was a different time in the 90s when things were different, the streets were full of mafia, skinheads, antifa, rogue police, random people getting beaten and killed by random people.
But since Putin, the natural statist order has been mostly restored, especially after 2014 when they cracked down hard on those groups.
