im just confused who determines these paths? japan and china seem similar but israel seems to jump through lot less data centers before arriving at destination. Europe has to jump through more hoops before arriving

these lines don't make sense. I connected P2P from the east coast to Japan all the time and the latency was always a stable 40ms. Its not doing 1000km hops back and forth like that

looks like an obvious data error - some IP is physically in Asia but RIPE/APNIC/whatever assigns Euro street address to it. it just doesn't pass the smell test - if routes were really like that you'd have faster than light communication.
