In Texas you can just build your own energy infrastructure, unlike blue states, in which that sort of construction is heavily regulated. ERCOT just manages the interconnection between companies' grids. Google and OpenAI and all them could literally just build nuclear plants if they wanted, assuming the local govt is permissive. The water can be cycled but they should pay for it since a lot of the treatment capacity will be built up more than otherwise needed.
