In Texas you can just build your own energy infrastructure, unlike blue states, in which that sort of construction is heavily regulated. ERCOT just manages the interconnection between companies' grids. Google and OpenAI and all them could literally just build nuclear plants if they wanted, assuming the local govt is permissive. They could also just shop around for one that is.

there is some weird environmental calculus going on and it is beyond me.

but for ai I guess they really really want to emphasize that it has costs that some of the people benefitting from it are not paying. The water can be cycled but they should pay for it since a lot of the treatment capacity will be built up more than otherwise needed. And so on with electricity generation (in turn needing more water cycling). I'm not sure if it is unfair to consider that even if they approach it in a weird, dumb way

private / multiple grids have always been a thing. Even now "offgrid". Its nothing new - 20+ years back I toured industrial facilities that had their own power generation and used the exhaust to generate hot water for industrial uses on site.

Hell Japan has both 50Hz and 60Hz grids.
