OP here, I think it was just a bug. I was supposed to wait 300 seconds to make this thread but then the timer went away before that and I could load the captcha and post right after. Posting in other threads doesn't reset the timer either, like it usually does after clearing your cookies.

actually its not just that, it has to do with your browser cashe, you can change IPs all teh time its only when you clear your cache/cookies that 4chan has this issue, but its not always about IP or cashe and just happens

also even just because you do all that, if you open a new tab, the dumb site will still not realize you already waited the timelimit and showed you're not a bot and so the only way to fix it, is to do all the steps above, then leave a comment on both a blue and yellow board, then make a thread on a blue and yellow board, THEN..THEN, making sure you do all that in the same tab, not opening a new one, then once all that is done, you can try and open a new tab for another board and you can tell if its a success if it immediately loads the sliding catcha and no countdown.

I don't clear cookies, but I seem to get longer and more insidious timers over time. Joshua Moon (Leto) is a fucking jew. It wasn't long ago when using his site was better than actually posting via 4chinz dot org, but he got greedy and after the domain changes he enshittified the whole experience.
