Doubt. We didnt used to have one and some technicians showed up one day for a "random inspection" and put it on. My GF and I heard them whispering about how our connection was "too fast" and ever since they put it on it's been like half as fast as it used to be.
We just tried switching to a new ISP today but he couldn't access the maintenance room in our building to finish setting up so he had to cancel the job. While he was here we got to talking to him about the random inspection incident and he said he used to work for our ISP and that they used those filters back in the day to block people from getting free HBO and premium channels on their cable. He said that's probably why ours is so slow now. I'll post results after I remove it tomorrow.
Anons, check the back of your modems to see if you have a filter. If you do, remove it and see what happens. I bet it will increase your speeds exponentially. Worst case scenario you can just put it back on.
