it means you have to sign up to google so they can issue you a signed key that makes your apk executable in future android versions.
non signed apks wont be able to be installed. the signed key does not cost a dev anything but requires tying their real life identity to an account.
for 99% of devs this will not make a difference what so ever. they sign their apks with the key they get and continue distributing them on fdroid or as is on github.
it means however people that distribute malware are easier caught.

This is the same level of malicious compliance as the bullshit Apple tries to get away and has repeatedly gotten throttled in the face for by the EU Commission. I'm expecting no different for Google.

Wow, what a fucking scam. So it's basically impossible to compile your own android applications and install them on your phone without having a google verified account, and if you want to distribute a signed version of your program, you have to dox yourself.

i know all that and i understand your point, i have bug doubts myself, but i also know the eu is several different institutions that not always coordinate and as a result as a block it acts as a bipolar that sometimes wants to control the minutiae of what you do on your phone, and others is the international corpo wrangler that sets the limits that somewhat benefit the users

From what I observed, the EU will pretend to care about your privacy with practically irrelevant measures (which often just make your life worse, think fucking cookie warnings), and people eat that shit right up and think of the EU as le good guy. Then, the EU comes out with age verification and chatcontrol, both of which absolutely invalidate every "pro-privacy" measure they had before because they're practically direct quotes from 1984. For anything that ACTUALLY MATTERS, the EU is horrible. Free speech, privacy, rights, you name it. It's all a big facade.

I want to be able to install FOSS apps, apps not available in the EU, and I want to be able to mod, compile, install, and release binaries of other apps. I also need several banking apps to work, and I can't afford to go full tinker tranny on it and have it get fucked once an updoot comes around. I never rooted my phone and almost everything just worked so far.
