That same paper happens to point out that only 6.7% of Tor users actually use onion services, only 17% of those are 'adult content', and only 'about half' are Cool Pictures. It also points out the majority of Cool Pictures is accessed through the surface web, not through the Tor network. (Social media is apparently even the biggest source for getting onion URLs.)
