This is a bit taboo to say in normie circles (even thought they all think it) but homeless people are one step above animals.

Years of untreated mental illness and drug abuse has damaged their brain to a point where they're angry but don't even know why. In the west it's very difficult to be homeless thanks to free shelters and comprehensive social safety nets however these are offered with the single precondition that you're not a raging heroin or crack addict.

We were under the false assumption that homeless people are regular rational people down on their luck and we treated them as such, this turned out to be a mistake.

Dogs don't know the difference between right and wrong and we don't judge them for it because they're a dog and they're not supposed to know any better. Same with the homeless the difference is that we let the homeless run free when they should probably be wards of the state.

Yes, they were a short lived fad maybe 15 or 20 years ago. Nightclubs were big users of them for their restroom stalls but I also saw them at mall stores to call attention to window displays. The novelty quickly wore off.

The level of graft in American construction is staggering, especially if state/federal funds are involved. There was a company that wanted to build public bathrooms in Cali, and cover all the material and labor costs themselves, It was still some outrageous total ($500,000 or more iirc) to build the bathrooms. Its all the surveys and site inspections and permits and everyone getting to dip their finger in the pie. It makes construction here a nightmare. Its less bad in other states but the problem is the same.
