Why does he lie about Roko's Basilisk? It follows straightforwardly from his casual decision theory.

You misunderstood. Rather than the suffering transfering to you, statistically you are one of the 1,000,000 simulations and not the 1 true original.

Roko's Basilisk makes no sense because after the AI already exists, it has no reason to hurt humans - simulation or not - beyond revenge, and why would an AI want revenge? The "threat" for not helping create it becomes purposeless once it's already created. It gains nothing from hurting people. By definition, as soon as it exists, hurting people becomes pointless.
It's not even a midwit trap it's a complete fucking retard trap.

It will have had to have been created in such a way that it would be forced to hurt humans if they didn't contribute to the creation of it. It's a very contrived way to create a "justification" for creating an AI that would ultimately take over.

So the idea is that people will deliberately make the AI be prone towards wasteful acts of spite?

Yes, to protect themselves from the AI they deliberately create to act like that.

There's no need to spend even a minute of your time on this "thought experiment". It's something a little kid would think up.
