Is there such thing as a flash drive that once you plug in to a PC it automatically downloads everything from it into it?

you could presumably write an autorun that would be able to do that but generally without prompting the user you can't, and couldn't have had for since at least 2010

Yes, it is called a automated live environment, but you will need to access the BIOS or no for sure it will boot from the USB stick dongle flash memory drive so you can do what you want. If you are simply wishing to walk up to someone's computer and plug it in and then walk away, you might need to click a button or two before you start rubbernecking and sweating.
