If no updates after the 3rd iteration, then disable updates for the maximum amount of time in the update control panel

when its time to update, you'll start gettting notifications, at which time you can delay updates for more time, or you can do them then.

Every browser has a setting that remembers your tabs on shutdown. This is a non-issue.
