Why does it seem like screen recording software has remained just as slow as ever when recording despite improvements to hardware and codecs? My computer feels exactly as sluggish when recording the screen as it did 15 years ago.

nvenc can do 1080@120 at insane bitrates with imperceptible impact even on 20 series (I think) and 4k120 with slight tweaking on anything newer

Try gpu screen recorder if you use linux. It's specifically designed to be as performant as technically possible. I only lose around 1 fps when recording when playing a game at 120fps, recording at 4k 60fps with av1 on amd.

Depends on the program, a lot of the old ones have technical debt and are slow to adopt new mindsets so they stay slow.
