What you are asking for is inherently impossible.
If you can be anonymous and free on the internet, so can bad actors.
It works both way.
You want to be anonymous? They get to be anonymous.
You want to say whatever? They get to say whatever.
You want to dodge bans? They get to dodge bans.

Sounds good to me. That's how the internet was before everything got taken over by corporations, and it was a lot more fun back then. Putting up so many guard rails has sucked all of the life out of the internet.
