You need to pay to get access to (good) residential proxies unless you're a haxx0r. The people who want to do retarded shit like this are not skilled haxx0rs. It's often done with a profit motive or attention/clout seeking in mind. High risk low reward. The number of people who can meticulously plan the perfect crime is low. The number of retards who make a bunch of noise is high. The retards serve as a deterrent for everyone else.

Imagine I set up a residential proxy that's totally public. How do you know it's not some kind of honeypot? Besides that the feds would be able to figure out which network the residential proxies belong to then try to go from there to trace the malicious activity. That's the biggest flaw with what you're proposing. A repeated pattern of "noisy" crimes.
