i recall reading years ago about how intel wanted to give india billions of dollars to start making chips in the country and the government of the time passed on it for some unknown reason. apparently people in the indian government around 60 years ago were trying to make it happen but rampant corruption and incompetence put an end to such ideas.

that's correct. between the rampant corruption and absolutely endless and numerous wars it has started or been involved with, very hard to convince anyone to invest anything into that place unless its to use it for its dirt cheap labor force. no real incentive to get anyone to invest there - regardless of labor conditions.
