In a "real" world it would be a hard sell for "yeah we have some guys who hallucinated an alternate timeline where your client is guilty. no there's no evidence. no you can't meet them. yes I'm serious".

Depends on perspective. America was embargoing them from receiving oil, which was an act of war. US would also fly reconnaissance which was again seen as a hostile act but nothing happened as a direct result and this is MUCH less well known.
Japan decided to kamikaze pearl harbor, but just like the americans did before dropping the bombs, they alerted america beforehand to minimize tragedy. Roosevelt, the sitting president at the time, allowed it to happen so he could have an excuse for the public to enter into the war since he already had jewish interests telling him to enter.
So yes America did a lot of incitement and had plenty of public and backroom deals all over the place (the lend lease program is a notable example), BUT they wouldn't have been able to convince the public without Pearl Harbor's events.
