they can technically do that already even without sim cards, although its not that easy. Some phones try to connect to cellular networks on boot time, so even if you do not call 911, your phone might be connected for a while. If you have a smartphone, it will broadcast its MAC and some other data as long as its wifi capabilities are turned on, which can be used to track you down. And this is all without even mentioning the apps. If you want to meet someone privately, just leave your phone in your place, but DO NOT turn it off.

most people (it probably applies to (you) as well) have their phones enabled all the time. If you suddenly turn your smartphone off, it will certainly notify the law enforcement that you are up to something shady, because why would you turn it off otherwise? It doesn't mean that you cant turn it off, you should just watch out for your pattern on how often do you turn those things on and off, as every irregularity will most likely by noticed by them. By leaving it turned on at home, they will most likely think that you are at home, doing your things, unless again, you happen to turn your device on and off regularly for some reason.

They could already do it without eSIMs. The thing is, they need a warrant in order for anything they collect to stick in court unless they consider you a "terrorist," in which case FISA applies and you have zero due process rights and basically they can lock you up and take a shit in your mouth without a day in court.

it's too late by then. if you're a target they've already got your sim imsi, imei etc. they just wait until you reconnect to the network. and if you get another phone, new identifiers and you keep calling the same numbers they can trace that back to you as well using very expensive software to match callers and users. the only solution is to never use them at all - ever - for anything. people have no idea how fucked the mobile networks are. these telcos tell a wild story about security but their encryption algos are busted (i mean.. deliberately weakened by security agencies such as the nsa) and SS7 network is continuously exploited.

On the iPhone there’s an option to keep Find My enabled even if you turn the phone off.

I only have a sim card for 2FA and auth purposes, every call I do is VoIP and I don't need data since I have wifi everywhere I go, my phone is on airplane mode pretty much all the time
