By default yt-dlp always downloads the best quality available
The command to download something is as simple as yt-dlp [url]

That sounds like Chromium locking the database. Just use a separate Firefox profile you don't use for any other purpose than logging into twitter or YouTube and only open it when you get forcibly logged out and need to log back into it again.

Or you can use an add-on that exports your cookies to cookies.txt and pass that to yt-dlp with --cookies but that's more of a pain in the ass to do all of the time.

You can download anything and everything with:
yt-dlp --cookies-from-browser=firefox <URL>

That's all you need. Whether login gated or not it'll work.

Quality options? Don't need them. Like >>106583229 said, yt-dlp always nabs the best quality by default anyway.
You may want some extra options to write metadata but that really depends on what you're trying to do (whether you want an archive of the Tweet or just want to grab the video)
