The simple explanation is that (a) they get cheap access to x86, and (b) it curries favor with Trump for Nvidia to "invest" in Intel. 5 billion is dirt cheap for what they get in return. And it will take years to mature so if it really falls flat then they can quietly bail out later. Intel dGPU is definitely dead, but this reeks of desperation from Intel as well. Their licensing is one of the few competitive advantages they have left, and they just gave their largest competitor access for bargain bin prices. This also means that ARM (or at least Nvidia's ARM endeavor) is shitting the bed to some extent.

I do think it would have been a better idea is to put Intel's fabrication division under the temporary management of the DoE with someone like LANL or LLNL at the helm to help them get their shit together. It's really, really fucking gay that the Clinton administration didn't have the foresight to realize that maybe US developed licensing EUV technology to exclusively foreign companies, and then letting ASML slide on domestic production plants because they and a couple bad years. ASML's entire technology stack was developed by the DoE.

Intel's strength was always in iGPU (not pure performance, but efficiency and capabilities). And that won't change even with Nvidia. Nvidia will likely package xx60 and up with Intel CPUs to counter Strix Halo successors, and Intel will still take care of the lower lineups. This is more of an expanded Kaby Lake G than Nvidia telling Intel to fuck off with GPUs.

patents on amd64, except SSE4.2+ have already expired and AMD only owns somr exclusive extensions that (like intel's proprietary extensions), nobody uses.

Everything else is cross licensed between both, so extensions that matter like AVX, AVX2 and AVX-512 (even if intel dropped the latter), both can freely use.

because it allows for capital flight. Governments go gaga to host them as it allows for prestige. Reeves evacuated soul returns so she can announce our tech industry and defence industry is alive and well then she says "labour is delivering growth, something that the torys (she'll use torys btw not conservatives) couldn't do in 14 years! record investment!".
Now, we want private industry doing that here, and we want the government to fund it....that's the current model, we don't actually want that, because capital flight still happens, just to a lesser degree.
We want national industries and co-ops being invested in by the government because the money stays in the country, the debt is essentially written off since we're going to generate the money anyway. Gilt owners get fucked (good) and we have a tech sector that doesn't sell out to the US.

The last can never happen. It is not allowed to happen. You are to be enslaved by nvidia or palantir or microsoft, they'll lay you off in a boom or bust cycle and the growth, the profit, the revenue you generate? Legitimately, intel's graphics, network & chipset divisions (along with the heroes who did optane) were the reasons to put up with intel after skylake etc when they went full hebephile.
