The latest Apple TV box. Ludicrously overpowered hardware means you can software-decode anything you throw at it. It's a basically a dumping place for binned iPhone processors with one efficiency core disabled. Android boxes still generally run on ARM Cortex-A55 which is fucking hysterical.

I was looking into this the other day and I'm going to buy a used xiaomi mi box s to fuck around with. I don't watch any TV but I'll sideload some stuff onto it and give it to my parents. I've always wanted to try it.
I was going to buy a used chinese mystery box for a few dollars but I heard they come with malware so I'm going with the cheapest large brand.

I just use the amazon sticks. They're garbage and die every couple of years, but they're cheap and I'm lazy. 4k is a legitimate meme for TV, if you don't have an 85" screen there's no point in it, and even then it's only a mild improvement for modern content released on BR, which is a dwindling market. Old 35mm films look no better than a 1080p remux, and most modern content is bitrate starved streaming slop.

the onn devices are pretty good. otherwise xiaomi stick or whatever other comparable shit you can find on aliexpress. can also be given to illiterates but you should absolutely install projectivy launcher on it for them (or for yourself really since it's pretty nice) so you get rid of the retarded banner ads and recommendationslop that only makes things overwhelming/confusing to those people
