Anyways, it got way off topic, and some anon asked me for this. In my unprepared haste, I posted an empty fresh github I had planned to add this information to.

For the cost of a raspi zero (~$25) these could be hidden public wifis, mobile hotspots, etc, allowing raspi owners to post their tor addresses to a running list, that other anons could use as a free anonymous VPN-like service.

If I go through the trouble of installing a pi zero somewhere i'm sure as shit not gonna share that with the retards here. It would get the ip instabanned everywhere.

did you sign up for github/gitlab with a tor exit node IP address? on github that led to an account of mine receiving a permanent shadowban. Gitlab I don't know shit about because they require a phone number to sign up.
Anyway, without being able to see your repo, I have no idea what you are doing, but as far as I can theorize, there is one main problem which is NAT. Literally every free wifi you find is going to be behind a NAT and probably not going to have working UPNP so you're not going to be able to have listening ports. Without seeing your repo, the best use for devices like this is for relays and exit nodes.
