wallpaper engine and programs similar to it rape your gpu power draw. dont trust nvidia app or amd app look at hwinfo64. the memory controller never sleeps.

the reason behind this is nvidia sucks at changing power states, so their solution when wallpaper engine is detected is to run the memory maxed to prevent driver crashes (it used to be a big issue)

it happens on pretty much all gpus except low powered ones like intel igpu since those are using your system ram instead. rdna2/rdna3 gpus have it the worst because once their memory controller is in max power state that means 60-100w at all times.
