How thoroughly does the US government check the visa holders identity?
There's no way they can 100% accurately ascertain if the guy holding a visa for Rajeet Pahil is really him or one of the 250000 other guys with the exact same name and face.
So when an indian gets fired or laid off or dies or whatever, instead of the visa being lost and the total amount of them decreasing, the visa can simply be passed on to the next guy which makes the amount stable over time with no additional fees.
