What are some good windows tablet + manga reader? I want to replace my old android tablet and my old laptop with a laptop with a detachable screen soon, no arm cpu pls, they're shit

Wise are those who collect OS in advance of possible use. I image my OS for convenience including making VMs of installs I like as that's the most convenient "backup" of OS with useful tools so one need not hunt those in future.

Study methods of activation and other useful things like modded BIOS with SLIC changes.

If you use Windows to Go (which can be managed with a variety of tools) style installs those images can serve you as long as you've use for them. VMs can be rolled back to a clean snapshot. There are so many ways to go nearly any use case is catered for.

I still have and use a Surface Pro 6 from 2018 IIRC. It's quite old now and I've been looking for something to replace it with, but everything seems insanely overpriced. I was looking at these myself, but it seems they no longer make them. I can't find a V3 for sale anywhere, there's just the V3 SE which still seems decent but it's worse in every way. Just this morning, I was looking for a simple bible app. You would think there would be one on the play store good enough to be usable. There wasn't. Those that weren't filled with ads drained my battery at ridiculous rate, probably while harvesting my data.
Launched F-Droid, first bible app on the list was exactly what I was looking for.

All of this is only an issue because Linux devs ignored mobile completely when they had a chance to enter, and now that it's consolidated it's much more difficult to fix.

It's sounding like you guys lied and the blocking is intrinsic to Android 16. If the blocking was part of Play then removing Play fixes it. If the blocking is part of Android 16 then using older Android versions avoids the issue. If Android 16 blocks uninstalling Play, then again, Android 16 is the problem and using Android 15 avoids the issue.
Google cant force install the latest version of Play to all Android devices on the planet. If you avoid updating older phones then you can sideload on them indefinitely.

F-droid fucked up since they can't sign the apps they compile, because they use the same app id as the developer's play store version, even though it is not their app. If they had put in fdroid somewhere in the id it wouldn't have been a problem, as long as google allows f-droid to sign apps that is. And that may be a problem because they also compile apps that violate Google's ToS. So in that case they may be blacklisted in any case.
