I think it's been available worldwide for a while now, you should see switches for "Model" and "Aspect Ratio" on the main page, early on I had to delete my cookies in order to force the update on my end, though. Using 4o it's also possible to "edit" (img2img) a generation. But it has a lot of limitations like the 480 characters prompt length limit, aggressive JPEG compression settings, heavy/weird filters and lack of user-provided image input.

In order to make something unique you need unique training, for that it is better to use Stable Diffusion not generic online image generators with generic training.
Still, if you word your prompt carefully you can get some faces that are not the same old cute model.
