Companies without any legal presence in the EU do follow GDPR because of fear they get blocked and lose a potential market. Laws except for very specific stuff like copyright/trademark deals stop being applicable outside the borders(censorship and privacy laws are NOT subject to any international treaties AFAIK).
Even the US has laws asking foreign banks to report activities of US citizens/residents, the only proper answer to that was telling the IRS to fuck off. But losing USD access would mean losing access to international finance. So the feds got to shoehorn their shitty laws outside their borders

That is not comparable.
Google is a DARPA project and therefor mouthpiece of the US government, which is hostile towards Russia.
Fining them an unpayable sum is a way to lock Google out of the Russian market and seizing all their assets in Russia, while not having to go through the legal paperwork to declare them a foreign agent or having to do illegal sanctions.

Then ISPs over 20k customers need to add the court-banned sites to their ban lists, which are currently full with torrent sites, sport and film streamers, pirates, and so on. Basically a VPN or a small ISP would bypass this - If there was enough demand, you setup BongFreedums ISP #1, which closes it's subscriber list at 19,999 customers. And BF ISP #2 opens, etc.
