You can never do good marketing for it, because most of the marketing relies on you owning a headset. The "isolationist" nature of the headset also means that no headset can do the standard "your in-group will consoom this with you" marketing, because they can only show off one person using it at a time.
Facebook sabotaged it and poisoned the well, they're also operating at very low efficiency while investing the most money, which is bad for the overall industry. Carmack stated that they're operating at half efficiency at best due to petty office politics, but likely they're not even breaking double digits.
Every company independently doing its own thing is kind of fumbling it, but doesn't want to cooperate because of what Facebook turned the market into.
Locked down ecosystems with no openly published standards are hard to contribute to with third party controllers and so on.
VR has effectively still taken off, the current wave has persisted for a decade and is becoming more popular than some dead-end consoles, but the current paradigms and anti-marketing are hard to shake.
