they had a good strategie. Excavator was great design, they could have competed in the desktop market several years before zen release. But it ended up on the chopping block for them to go all in on Zen. In hindsight it was the right call

PhII didn't scale that well beyond 4 cores and the L3 cache was a meme for most tasks. Not a bad microarch but it was core 2+ tier and it had barely improved since the first Athlon. Good for the 2007-2009 period but AMD fab was always late.

if you think about it a shared FPU is better. instead of having 2 separate 256 bit FPUs with 2 execution ports each why not share one 256 bit FPU with 4 execution ports.
