The OneNote desktop program that comes with local, non-cloud Office still works just fine. OneNote for Windows 10 appears to have been something Microsoft cooked up when they were pushing UWP or one of their other twenty dozen desktop UI frameworks. They're upside down on a few investments and snowballing the same load of money around to feign demand in AI.
Someone has to generate real demand from outside the system at a ~10x current levels and jamming up OSes on purpose + baking in subscription models is probably one way to get moving in that direction.
