well there's a few things
First, you need to train hard. like really hard. if you're doing 3 sets of an exercise, you need to take sets 2 / 3 until failure (literally until you cannot do another rep, or to the point where you're about to fail, your body is shaking, and you just barely manage to complete your last rep). Then you need to do that ~3-4 times a week per muscle group, with some rest in between for maximum gains (for example, do 3 sets of push ups on monday, 2 to failure, then wait 4 days, do another 3 sets, 2 more to failure). You also have to wait at least 2 minutes in between sets for your muscles to recover.
Second, you need to eat protein. Like a lot. It doesn't matter that much at first if you're in a calorie deficit or surplus, but you need to be reaching around .7g of protein per pound of lean body mass per day (use a calculator to figure this out).
