Modern uefi reads from the disk before booting the os, that makes it possible to store a virus in there that would even survive a format of the drive and reinstall of the entire os. It just reinstalls itself.

If it's connected to electric circuit, the motherboard stays slightly awake and can turn the computer on the network command. This had been a thing since, I think, first Intel ME. Technically, it's a pro feature for the IT-s; Practically, is a security nightmare for the user.
