That is somewhat true, although I do not know why bring up regedit, it's extremly clunky and confusing to use even for people who know what they're doing because the UI sucks, although changes in more recent versions of windows actively try and make it somewhat not as usable because it allows you to get certain personalization functions otherwise only available after you activate Windows.

Though this is all a problem of old actively maintained software. Do you not think they would've done this already if they had the ability to? I guarantee the vast majority of devs currently working on Windows have no idea how it actually works under the hood.
