That is somewhat true, although I do not know why bring up regedit, it's extremly clunky and confusing to use even for people who know what they're doing because the UI sucks, although changes in more recent versions of windows actively try and make it somewhat not as usable because it allows you to get certain personalization functions otherwise only available after you activate Windows.

Though this is all a problem of old actively maintained software. Team 1 makes a tool X, Team 2, 5 years later makes a tool Y to better interact with tool X, Team 3 makes tool Z because they thought tool Y was too annoying and don't even know what tool X is or what it actually does and it's layers upon layers of this.
