any computer between late c2d to skylake era should be fine. I run 7 on XP era machine with T7200, 3GB of DDR2 with 120gb SSD and it works like a charm. You should be able to run it on 7th and 8th gen hardware with a single custom igpu driver you can find online, although it might be a good idea to also prebuild your image with drivers for usb 3.0 and nvme drives. Everything newer will probably require more tinkering.

Any recommendations for brands, preferably ones that tolerate modding? I have a Dell Optiplex 9020 SFF with a Haswell, that I modded with some Noctua stuff. Was supposed to be the 7 machine, but my main PC had issues. Now I want a little more, and I'm tired of pressing F1 everytime it boots because I replaced the fans. Still would like to keep with the SFF size, methinks it'll be more portable. The 7040 is catching my eye.

I run lenovo thinkpad, but I think its safe to recommend any decent, business-grade hardware unless it was known to be fault in its era. Dell is also a solid candidate in this case. If you want to go into modding, then you should probably pick either a business workstations (dell optiplex/lenovo thinkcenter) or older thinkpad. Do note that most moddable thinkpads are between sandy bridge and haswell era, with some notable mods being available for selected slightly older or newer models. Your issue seems like it might be repairable although I have never encountered it myself.
