Your cpu is a more than decent am4 cpu. That means it needs an am4 mobo and ram.
Am4 is a dead platform so most chips above yours (and there are not that many and they are not that much better) are mainly discontinued.
If you just want to improve your experience in say cyberpunk i would advice you to purchase a 1440p screen and aim for (a very easily obtained on your rig) 60fps @1440p with max settings.
If you are set on upgrading your computer you would need to get new mobo, ram, cpu, & accoutrements (cooler, psu, maybe case etc). Your 4080 would do well on the new rig, so would the hypothetical screen i advised you earlier in this post.

For mobo you can get just about any b650 that has the connections you need. However b850 models have newer tech and a few extra features (newer usb, slightly faster pcie, better wifi) so i would stick with those. The one you posted seems fine enough.

First Rig was some ungodly 800Mhz cpu in 2001 with Geforce 2MX 200 with bad drivers that killed t&l support in games that needed it and cause tons of artifacting. Yes, I know about the CPU burning. I bought the board and CPU before the issue was known. I'm not ditching it because I cba, and I can easily replace both.

My problem is with recording video through GeForce Experience. When I got the GPU (shortly after launch through the Newegg ticket system), I noticed that when I recorded my Desktop using GeForce experience pic related is what it looked like. Constantly flickering between this and normal looking footage, just all sorts of fucked colors trying to give me a seizure. However, not on the display, not when streaming footage, and every test that could be done I did (to try and get the GPU to melt before the return period). It passed with flying colors on everything, still hasn't had a single BSOD to this day. Every 3DMark results (didn't matter which test) came back above the median, I never pushed the OC to anything retarded. I just pushed it enough to see if under prolonged stress, it'd melt, and it didn't. Furmark was fine, too.

Games all run great, rendering videos using the GPU works great, everything is good except for when I try to record anything using GeForce Experience. I reported this when I got the card and was told it was the drivers by a number of other 5090 owners. After a few months and some updates, it went away. I didn't think of it again because I stopped gaming/recording until this (couldn't game because of work). A few days ago I needed to record something in a game to show a friend, and the same problem emerged in the recorded footage within the game (still recorded using GeForce).

Is there another GPU based recording software I could use to check if the issue can be replicated there? Is it another bad driver update? Is it the GPU? Is it just GeForce Experience?

Just recorded 15 minutes, same problem. I also, just to check it wasn't some weird encoding problem with the source file, reencoded the footage using Handbrake and it's still bugged.

Like I said though, the actual gameplay has no problems whatsoever. Everything is fine performance wise, visuals, etc. Just for whatever reason when I am do a recording, it does this. And to clarify: I did reinstall (clean) the drivers before this recent recording to be 100% certain.

I followed the guide in that article, and I set the encoder to Nvidia's (which, I am almost certain forces it to use the GPU to do the legwork, and not the CPU). And... the footage came out right. Whatever the problem is seems be with Nvidia's actually recording software. Assuming, of course, that OBS is actually recording through the GPU. The case i picked is usually well liked in this thread but feel free to go with one that you like better aesthetically, might want to check in here before.

That came to 2070" everything from amazon, although some of the stuff is not in stock so if you wanted it all now probably would need to make some substitutions or use other merchants beyond amazon, im not in the usa so can't vouch for any but people seem to like newegg.
You then would need to add the 4tb disks you wanted, they are about 220$ each so after the disks it comes to roughly the same 2500$ from your prebuilt (i dont know if you included the disks in the 2500$ of the prebuilt) for a substantially better pc, if you didnt include the disks on that 2500$ you mentioned earlier then it blows it out of the water with 450$ to spare, if they were included is similarly priced but better. It can probably be slimmed a bit if needed.
You would need to sort the building of the machine tho. Again you should check local stores that might offer those services.

I bought these chink ass right-angle adapters but they're so insanely loose they just fall right off, and even if I affixed them somehow I doubt there'd be a good connection. Why isn't the 9950X3D the king gaming CPU?
With 128MB L3 cache, I would expect it to out perform the 9800X3D. For dual-CCD fuckery, assume you just disable the non-X3D cores in the BIOS and only use the 8 cores on one CCD. With 128MB cache vs the 9800X3D's 96MB.

Is this not a better chip all around?

128MB is total L3 cache on 9950X3D, this includes X3D and normal L3.
CCD in Zen5 has 32MB of L3 cache, you can do the math.
