Because they don't need to. AMD isn't in the business of competing with apple. They're in the business of interesting in other companies and raising their stock with barely inferior products.

x86 works just fine for its use case, desktops, laptops. arm was developed for mobile in mind and that's where it excels at. actually arm can be thought of as a very low power mini dialed down x86.
