With how long the beta was delayed, it's only fair.
They still have 69 issues open as blocks for the RC and they can't delay them like they did for the beta.

It's still ugly and uses more resources than Gnome. Why did they even bother? I thought Rust was supposed to not have memory leaks?

as much as I like COSMIC and think it's promising, there's no way in hell it has a smooth launch if it comes out in december, way too many apps randomly breaking and jank behavior. they probably saw the hype dying down and felt pressured to release faster.

No, it was supposed to be memory safe, preventing Buffer overflows has nothing to do with programs using too much ram.

COSMIC does not use GTK. All applets and applications alike are using the same GUI toolkit: libcosmic.

There were no buffer overflows. There was one bug where the font system cached all fonts on the system.
There was another with GNU libc malloc over-allocating sbrk buffers due to a bug in libc malloc with its default parameters (which other projects like GNOME and GIMP are working around by tweaking malloc at startup).
There was also a bug in cosmic-comp that wasn't dropping old OpenGL buffers. And today there doesn't seem to be any issues with over-allocation of memory.
