No. The Windows UI kvetching never made sense to me either considering I actually use my computer for work and leisure instead of thinking about how the text boxes in the control panel are different than the ones in the settings menu.

Anon that file selector with files on the left and directories on the right is older than win9x.
Rest is just normal 11 light theme with custom title bar color.

Part of the reason they don't change some of these dialogs, is that in enterprise environments there are scripts/automation that have been working for 30 years on the layout. Regular consumers would never use the OBDC Database dialogs anyways, so why not?
Mind you, I have no dog in this fight, I don't use Windows anymore.

It's the win32/win16 caryover of the "file open dialog" from old DOS CUA apps.

CUA was peak UI by the way. Everything nice about both the old Windows GUIs and old Motif UIs on Unix/Linux came from it.
