Being someone that actually uses Windows 11 Enterprise, apparently it cut lots of 32 bit compatibility and as a result if you don't know what you're doing it's pretty easy to make the OS shit itself trying to start up from programs that add 32bit packages into the system files.
Like any version of Photoshop sans the latest one. I learned this after trying to install PS 10, got stuck in a restart loop, and then used a bootable to remove the added system files manually. Photoshop worked like a charm afterward, but when the restart screen pops up, ignore it and remove any "PxHlpa64" in System32.
