Because of a concerted effort on the part of big tech to make people believe Free Software is "too complicated" or "less secure" or something. The vast majority of people don't even know what an operating system is.
Companies and individuals have both been psyopped into believing that anything but the most expensive shit is purely for autistic virgin hobbyists. We live in a culture where everyone is expected to own at least one computer (a phone is a computer) but 90% of the population self identifies as tech illiterate. Tech illiteracy, at this point, is the same thing as actual illiteracy in the early 20th century; you literally can't navigate the world and need to rely on (((trusted parties))) to tell you what to do and hope they aren't lying to you and exploiting you.
Whereas, almost every server on earth is running Linux or BSD. Microsoft itself uses Linux for its servers. I'd wager most people who use windows dont even consider that they have other options for an OS. They probably hear 'Linux' and think of some hackermans stereotype, whereas you could probably set them in front of KDE or Cinnamon, tell them it was a new Windows update that changed the icons and names of software, and a good many of them wouldn't even notice.
