Because most of open-source developers are corporate employees who are so brainwashed into thinking that people want layers on top of layers of abstractions, hierarchies for shit nobody cares about, yet rigid, flat and ugly thing that matters (the HMI) that they can't think of any other way of making computers a more useful tool.

the fundamental problem with wanting linux to be more like windows is that linux users don't want it to be more like windows in the first place. we use linux /because/ of the ways it's not like windows

you're so used to a specific way of using a computer that you can't imagine there are other ways that aren't even trying to be like the way you're used to. i see this all the time, people who "peek over the fence" and just complain that it's not the same as what they're used to, like immigrants that don't even try to fit in

It's not a very good system. I do kind of agree that the Linux community will actively prevent any and all meaningful improvement. That's why something like a Windows-ish FreeBSD fork might work better since it would start from a cleaner slate instead of carrying the Linux community as a baggage.

even with minimal knowledge of linux you /know/ that making it the same as windows 7 just isn't going to happen. so what exactly do you want?
i mean, i can guess that what you really want is the core of windows 11 with the windows 7 interface and applications placed on top. that much i can understand since in linux you can and people do run UIs that were popular decades ago on linux, since that's something linux can do, perhaps you've seen this and just want that for windows, and that's fine, but you're asking the wrong people. ask someone to find a way to hack in the win7 explorer into windows 11 instead

you don't give a flying fuck about the kernel and other things that actually comprise the OS because you are a consoomer that isn't aware of those details
microsoft has tricked most of the population into thinking that the UI is the OS, and has marketed new versions of windows solely on this distinction
the truth of the matter is one can pick and choose their UI on linux, so there is no barrier to you configuring a desktop environment to look and behave like a windows machine
