The problems aren't black people. If black people went through the same values, morals, had good upbringing with a caring family etc. Attachment with friends, family and teachers. Commitment with getting a good education, building a career and raising a family and staying with that partner. Being involved in activities, like school, hobbies and sports. Belief in social norms and laws.
It's ridiculously hard to change black people if they haven't experienced any of this before age of 10. After age of 10, it's better to use lifetime sentences, having police involved and prison since it's more or less impossible statistically if you see over millions of people.
