Almost any limb can be saved but of course you'll never have full use again outside of very, very basic muscular functions. Since this looks 3rd world the best they can do is get most of the muscles reconnected but the nerves are shot and will likely just lead to amputation. Here in the civilized world we can go so far as to actually restor sensation and most motor functions IF the cut is clean (such as a machete strike that severs everything at the same place at the same time).
For tears or rips it's much, MUCH harder to deal with. A forester who lost his hand in an accident said that when the tree fell and his grip was stuck on the drill his hand was ripped off and it was "...like strings of spaghetti being pulled from my wrist", which means there's no saving it, he lost the arm up to the elbow.
