Some people do use ReShade for PSO2 screenshots, but you can take pretty good ones in games without it. Not at FFXIV level because it never got the tools to pose characters like FFXIV did. The thing about making characters in pso2 is all the good outfits and cosmetics are paid and out of rotation so you would have to buy them from the player market which would take so much grinding, whatever you make starting the game would be extremely plain. One of those 3d smut games like AA or Koikatsu might honestly be better than pso2 for designing your first OC unless you want a particular pso2 flavor for them.

Base PSO2 is still a fine game with the additional advantage of being free and being done. NGS is more of a take it or leave it situation, but I actually still boot up base when the mood strikes because it's fun.
Community sucks but that's just kinda a universal MMO thing at this point.
If you literally just want to make an OC, KK or HS2 ARE probably better. There's a hack for the benchmark character creator that unlocks about the first year and a half of NGS cosmetics and literally all base PSO2 cosmetics (including dev stuff) that you could use if you really wanted to, I guess.

There's plenty of ways of doing that thankfully. Emote replacements, custom poses using brio/ktisis (client side posing mods) or even using other people's preset poses from mod sites. Custom poses can also be animated with some work, modded xiv is pretty much koikatsu with raiding attached to it.

I wouldn't advise getting into xiv purely for the modding options though since it's a big time commitment if you want to catch up.
