Except AI makes it dirt cheap to produce higher quality. There are models that given a few frames per second will happily fill out the rest. Which makes 60 fps almost free. Back then all frames would've been (almost) hand drawn. You could invest money freed up for people doing that shit into higher quality key frames.

AI still feels incomplete to me , it looks like a tilted frame in the wall, it's unnatural and not artistic. I don't have any problem with AI taking people's jobs , if it can do the job better and more efficiently than the human , that's great! But so far , in my opinion , when it comes to music and drawing , painting etc , AI still not quite there. I vastly prefer BibleBlack art style to most of the AI enhanced crap that we see nowadays

That's the beauty of the approach I described: AI doesn't "make" the art here. It interpolates. Think of a ball moving left to right. Normally you'd draw the ball and the background and then animate 30 frames of the whole scene. When humans have to draw the in-betweens it's cost effective to make the ball as simple as possible.
With that tool you can paint an elaborate ball on the left and a second frame with an elaborate ball on the right. Then the AI comes in and generates the other frames by guessing "ball moves left to right".
This absolutely wasn't possible back then. Again higher quality (more elaborate ball, higher frame rate) but also reduced cost (pay animators for two frames instead of 30).
